    Abstract. Nankai–Tonankai megathrust earthquakes and tsunamis pose significant risks to coastal communities in western and central Japan. Historically, this seismic region hosted many major earthquakes, and the current national tsunami hazard assessments in Japan consider megathrust events as those having moment magnitudes between 9.0 and 9.1. In responding to the lack of rigorous uncertainty analysis, this study presents an extensive tsunami hazard assessment for the Nankai–Tonankai Trough events, focusing on the southwestern Pacific region of Japan. A set of 1000 kinematic earthquake rupture models is generated via stochastic source modelling approaches, and Monte Carlo tsunami simulations are carried out by considering high-resolution grid data of 10 m and coastal defence structures. Significant advantages of the stochastic tsunami simulation methods include the enhanced capabilities to quantify the uncertainty associated with tsunami hazard assessments and to effectively visualize the results in an integrated manner. The results from the stochastic tsunami simulations can inform regional and local tsunami risk reduction actions in light of inevitable uncertainty associated with such tsunami hazard assessments and complement conventional deterministic tsunami scenarios and their hazard predictions, such as those developed by the Central Disaster Management Council of the Japanese Cabinet Office.

    Abstract. In drought years, it is important to have an estimate or prediction of the probability that a water shortage risk will occur to enable risk mitigation. This study developed an improved logistic probability prediction model for water shortage risk in situations when there is insufficient data. First, information flow was applied to select water shortage risk factors. Then, the logistic regression model was used to describe the relation between water shortage risk and its factors, and an alternative method of parameter estimation (maximum entropy estimation) was proposed in situations where insufficient data was available. Water shortage risk probabilities in Beijing were predicted under different inflow scenarios by using the model. There were two main findings of the study. (1) The water shortage risk probability was predicted to be very high in 2020, although this was not the case in some high inflow conditions. (2) After using the transferred and reclaimed water, the water shortage risk probability declined under all inflow conditions (59.1% on average), but the water shortage risk probability was still high in some low inflow conditions.

    Abstract. On 14 August 2018, Morandi Bridge in Genoa, Italy, collapsed sending vehicles and tons of rubble to the ground about 40 m below and killing 43 people. Preliminary investigations indicated poor design, questionable building practices and insufficient maintenance or a combination of these factors as a possible cause of collapse. However, at the time of collapse, a thunderstorm associated with strong winds, lightning and rain was developed over the city. While it is still not clear whether or not it played a role in this disaster, the present paper documents the weather conditions during the collapse and analyzes in detail a downburst that occurred at the time of the collapse a few kilometers from the bridge. The thunderstorm is analyzed using direct and remote measurements in an attempt to describe the evolution of the cumulonimbus cloud as it approached the coast from the sea. The detected downburst is investigated using a lidar scanner and the anemometric network in the Port of Genoa. The paper shows that the unique lidar measurements enabled a partial reconstruction of the gust front shape and displacement velocity. The Weather Research and Forecasting (WRF) simulations, carried out with three different forcing conditions, forecasted the cumuliform convection at larger scales but did not accurately replicate the downburst signature at the surface that was measured by radar, lidar, and anemometers. This result demonstrates that the localized wind conditions during the collapse time could not be operationally forecasted.

    Abstract. We develop a novel framework of time-dependent probabilistic tsunami hazard analysis (PTHA) and apply it to Western Sumatra, Indonesia, where future tsunamigenic events are anticipated in the Mentawai region of the Sunda subduction zone. An earthquake rupture model taking into account the spatiotemporal interaction of major megathrust segments is used to simulate future tsunamigenic earthquakes. The earthquake rupture process of the segments is characterized by a multivariate Bernoulli model with interarrival times following a Brownian passage‐time distribution and the dependency between segments specified by a spatial correlation function. We calibrate this model with historical ruptures of the Mentawai thrust in the last 450 years. A total of ≥ 100,000 time-dependent earthquake rupture cases are then coupled with a stochastic tsunami simulation method to evaluate tsunami hazards. We generate a total of 6,300 stochastic tsunami source models from six magnitude scenarios between M 7.75 and M 9.0 and obtain time-dependent PTHA results for seven different periods (1, 5, 10, 20, 30, 50 and 450 years). We further compare the time-dependent PTHA results with a time-independent PTHA approach to investigate the influence of the spatiotemporal earthquake rupture model. The space-time interaction model successfully generates annual seismic moment rates consistent with the observations. Moreover, the model can capture the uncertainty of future time-dependent tsunami hazards. On the other hand, the time-independent approach produces slightly higher hazard estimates than the time-dependent model for long-term hazard assessments (> 450 years).

In this study, we compare two approaches for drought predictions based, respectively, on forecasted precipitation derived from the extended ENSemble system of the ECMWF, and on forecasted Monthly Occurrence Anomaly of Weather Regimes (MOAWRs) also derived from the ECMWF model. Results show that the MOAWRs approach outperforms the one based on forecasted precipitation in winter in the northern and eastern parts of the European continent, where more than 65 % of droughts are detected one month in advance. While, the approach based on forecasted precipitation achieves better performance in predicting drought events in central and eastern Europe in both spring and summer, when the local atmospheric forcing could be the key driver of the precipitation. Sensitivity tests also reveal the challenges in predicting small-scales and onset drought events at longer lead times. Finally, in most of the cases, the ENSemble system of the ECMWF successfully represents the observed large scale atmospheric patterns, depicted by the MOAWRs, associated with drought events over Europe.

    Landslides are a major geohazard that cause thousands of fatalities every year. Despite their importance, identifying unstable slopes and forecasting collapses remains a major challenge. In this study, we use the 7 February 2021 Chamoli rock–ice avalanche as a data-rich example to investigate the potential of remotely sensed datasets for the assessment of slope stability. We investigate imagery over the 3 decades preceding collapse and assess the precursory signs exhibited by this slope prior to the catastrophic collapse. We evaluate monthly slope motion from 2015 to 2021 through feature tracking of high-resolution optical satellite imagery. We then combine these data with a time series of pre- and post-event digital elevation models (DEMs), which we use to evaluate elevation change over the same area. Both datasets show that the 26.9×106 m3 collapse block moved over 10 m horizontally and vertically in the 5 years preceding collapse, with particularly rapid motion occurring in the summers of 2017 and 2018. We propose that the collapse results from a combination of snow loading in a deep headwall crack and permafrost degradation in the heavily jointed bedrock. Despite observing a clear precursory signal, we find that the timing of the Chamoli rock–ice avalanche could likely not have been forecast from satellite data alone. Our results highlight the potential of remotely sensed imagery for assessing landslide hazard in remote areas, but that challenges remain for operational hazard monitoring.     Abstract. The Nankai-Tonankai megathrust earthquake and tsunami pose significant risks to coastal communities in western and central Japan. Historically, this seismic region hosted many major earthquakes, and the current national tsunami hazard assessments in Japan consider megathrust events having moment magnitudes between 9.0 and 9.1. In responding to the lack of rigorous uncertainty analysis, this study presents an extensive tsunami hazard assessment for the Nankai-Tonankai Trough events, focusing upon the southwestern Pacific region of Japan. A set of 1,000 kinematic earthquake rupture models is generated via stochastic source modelling approaches, and Monte Carlo tsunami simulations are carried out by considering high-resolution grid data of 10-m and coastal defense structures. Significant advantages of the stochastic tsunami simulation methods include the enhanced capabilities to quantify the uncertainty associated with tsunami hazard assessments and to effectively visualize the results in an integrated manner. The results from the stochastic tsunami simulations can inform regional and local tsunami risk reduction actions in light of inevitable uncertainty associated with such probabilistic tsunami hazard assessments, and complement conventional deterministic tsunami scenarios and their hazard predictions, such as those developed by the Central Disaster Management Council of the Japanese Cabinet Office.

    Winds, waves and storm surges can inflict severe damage in coastal areas. In order to improve preparedness for such events, a better understanding of storm-induced coastal flooding episodes is necessary. To this end, this paper highlights the use of atmospheric downscaling techniques in order to improve wave and storm surge hindcasts. The downscaling techniques used here are based on existing European Centre for Medium-Range Weather Forecasts reanalyses (ERA-20C, ERA-40 and ERA-Interim). The results show that the 10 km resolution data forcing provided by a downscaled atmospheric model gives a better wave and surge hindcast compared to using data directly from the reanalysis. Furthermore, the analysis of the most extreme mid-latitude cyclones indicates that a four-dimensional blending approach improves the whole process, as it assimilates more small-scale processes in the initial conditions. Our approach has been successfully applied to ERA-20C (the 20th century reanalysis).

    Following growing public awareness of the danger from hurricanes and tremendous demands for analysis of loss, many researchers have conducted studies to develop hurricane damage analysis methods. Although researchers have identified the significant indicators, there currently is no comprehensive research for identifying the relationship among the vulnerabilities, natural disasters, and economic losses associated with individual buildings. To address this lack of research, this study will identify vulnerabilities and hurricane indicators, develop metrics to measure the influence of economic losses from hurricanes, and visualize the spatial distribution of vulnerability to evaluate overall hurricane damage. This paper has utilized the Geographic Information System to facilitate collecting and managing data, and has combined vulnerability factors to assess the financial losses suffered by Texas coastal counties. A multiple linear regression method has been applied to develop hurricane economic damage predicting models. To reflect the pecuniary loss, insured loss payment was used as the dependent variable to predict the actual financial damage. Geographical vulnerability indicators, built environment vulnerability indicators, and hurricane indicators were all used as independent variables. Accordingly, the models and findings may possibly provide vital references for government agencies, emergency planners, and insurance companies hoping to predict hurricane damage.

    In this study, we analyse the role of climate change in the forest fires that raged through large parts of Sweden in the summer of 2018 from a meteorological perspective. This is done by studying the Canadian Fire Weather Index (FWI) based on sub-daily data, both in reanalysis data sets (ERA-Interim, ERA5, the Japanese 55 year Reanalysis, JRA-55, and Modern-Era Retrospective analysis for Research and Applications version 2, MERRA-2) and three large-ensemble climate models (EC-Earth, weather@home, W@H, and Community Earth System Model, CESM) simulations. The FWI, based on reanalysis, correlates well with the observed burnt area in summer (r=0.6 to 0.8). We find that the maximum FWI in July 2018 had return times of ∼24 years (90 % CI, confidence interval, > 10 years) for southern and northern Sweden. Furthermore, we find a negative trend of the FWI for southern Sweden over the 1979 to 2017 time period in the reanalyses, yielding a non-significant reduced probability of such an event. However, the short observational record, large uncertainty between the reanalysis products and large natural variability of the FWI give a large confidence interval around this number that easily includes no change, so we cannot draw robust conclusions from reanalysis data. The three large-ensembles with climate models point to a roughly 1.1 (0.9 to 1.4) times increased probability (non-significant) for such events in the current climate relative to preindustrial climate. For a future climate (2 ∘C warming), we find a roughly 2 (1.5 to 3) times increased probability for such events relative to the preindustrial climate. The increased fire weather risk is mainly attributed to the increase in temperature. The other main factor, i.e. precipitation during summer months, is projected to increase for northern Sweden and decrease for southern Sweden. We, however, do not find a clear change in prolonged dry periods in summer months that could explain the increased fire weather risk in the climate models. In summary, we find a (non-significant) reduced probability of such events based on reanalyses, a small (non-significant) increased probability due to global warming up to now and a more robust (significant) increase in the risk for such events in the future based on the climate models.

    Abstract. Nankai–Tonankai megathrust earthquakes and tsunamis pose significant risks to coastal communities in western and central Japan. Historically, this seismic region hosted many major earthquakes, and the current national tsunami hazard assessments in Japan consider megathrust events as those having moment magnitudes between 9.0 and 9.1. In responding to the lack of rigorous uncertainty analysis, this study presents an extensive tsunami hazard assessment for the Nankai–Tonankai Trough events, focusing on the southwestern Pacific region of Japan. A set of 1000 kinematic earthquake rupture models is generated via stochastic source modelling approaches, and Monte Carlo tsunami simulations are carried out by considering high-resolution grid data of 10 m and coastal defence structures. Significant advantages of the stochastic tsunami simulation methods include the enhanced capabilities to quantify the uncertainty associated with tsunami hazard assessments and to effectively visualize the results in an integrated manner. The results from the stochastic tsunami simulations can inform regional and local tsunami risk reduction actions in light of inevitable uncertainty associated with such tsunami hazard assessments and complement conventional deterministic tsunami scenarios and their hazard predictions, such as those developed by the Central Disaster Management Council of the Japanese Cabinet Office.

    Abstract. In drought years, it is important to have an estimate or prediction of the probability that a water shortage risk will occur to enable risk mitigation. This study developed an improved logistic probability prediction model for water shortage risk in situations when there is insufficient data. First, information flow was applied to select water shortage risk factors. Then, the logistic regression model was used to describe the relation between water shortage risk and its factors, and an alternative method of parameter estimation (maximum entropy estimation) was proposed in situations where insufficient data was available. Water shortage risk probabilities in Beijing were predicted under different inflow scenarios by using the model. There were two main findings of the study. (1) The water shortage risk probability was predicted to be very high in 2020, although this was not the case in some high inflow conditions. (2) After using the transferred and reclaimed water, the water shortage risk probability declined under all inflow conditions (59.1% on average), but the water shortage risk probability was still high in some low inflow conditions.

    Abstract. On 14 August 2018, Morandi Bridge in Genoa, Italy, collapsed sending vehicles and tons of rubble to the ground about 40 m below and killing 43 people. Preliminary investigations indicated poor design, questionable building practices and insufficient maintenance or a combination of these factors as a possible cause of collapse. However, at the time of collapse, a thunderstorm associated with strong winds, lightning and rain was developed over the city. While it is still not clear whether or not it played a role in this disaster, the present paper documents the weather conditions during the collapse and analyzes in detail a downburst that occurred at the time of the collapse a few kilometers from the bridge. The thunderstorm is analyzed using direct and remote measurements in an attempt to describe the evolution of the cumulonimbus cloud as it approached the coast from the sea. The detected downburst is investigated using a lidar scanner and the anemometric network in the Port of Genoa. The paper shows that the unique lidar measurements enabled a partial reconstruction of the gust front shape and displacement velocity. The Weather Research and Forecasting (WRF) simulations, carried out with three different forcing conditions, forecasted the cumuliform convection at larger scales but did not accurately replicate the downburst signature at the surface that was measured by radar, lidar, and anemometers. This result demonstrates that the localized wind conditions during the collapse time could not be operationally forecasted.
