    This paper uses the emerging crises in water management in North East Thailand as a case study to examine the effectiveness of existing institutional structures and processes to adapt to an uncertain future climate. We argue that it is through an analysis of the interface of actors, institutions and physical infrastructure that climate vulnerability can be better understood, and conversely, that climate resilience might be strengthened. This research has global significance as case studies of emerging water crises provide valuable insights into future vulnerabilities and the Thailand experience speaks to similar challenges across the global South. Our findings illustrate that water managers on the front line of dealing with climate variability are constrained by the interaction of infrastructure that was designed for different times and needs, and of institutional structures and processes that have emerged through the interplay of often competing organisational remits and agendas. Water management is further constrained by the ways in which information and knowledge are generated, shared, and then applied. Critically the research finds that there is no explicit consideration of climate change, but rather universally-held assumptions that patterns of water availability will continue as they have in the past. As a result, there is no long-term planning that could be termed adaptive, but rather, a responsive approach that moves from crisis to crisis between seasons and across years.

    Abstract In this paper, we build a simple model to investigate the impacts of using aviation tax to subsidize high-speed rail (HSR). We find that when the HSR subsidy is not directly linked to the aviation tax, introducing this subsidy will decrease the air traffic and increase the rail traffic on the route where air transport and HSR compete. However, if part of the aviation tax revenue is earmarked for the HSR subsidy (i.e., the integrated tax-subsidy policy), the traffic implications of the HSR subsidy will be the opposite. To extend the analysis to a transportation network, when the integrated tax-subsidy policy only involves aviation tax revenue from routes with HSR presence, it will decrease air traffic on routes without HSR. When the integrated tax-subsidy scheme involves tax revenue from the whole network, the traffic implications depend on the comparison between aviation tax rate on routes with and without HSR.

    Abstract This paper studies the competition between air transport and high-speed rail (HSR) when HSR adopts fixed pricing, and investigates the welfare effect of a reform to change HSR price from fixed to variable. We find that, first, due to the demand-side network effect, HSR traffic may increase with the fixed price. Furthermore, when the HSR operator is a social welfare maximizing monopoly, consistent with general industrial organization theory, social welfare will always increase if HSR moves from fixed price to variable price. However, when the HSR operator maximizes its profit or a weighted sum of profit and social welfare, or when the HSR operator and the airline compete, because of the interaction between the air and HSR services and the horizontal product differentiation of HSR services, social welfare may be greater under the fixed price if that fixed price is sufficiently low.

    Abstract This study uses a 2015 national survey data set to investigate the economic suitability of Canadian households for a battery electric vehicle (BEV) purchase. We compare the total cost of ownership (TCO) for a BEV and an equivalent internal combustion engine vehicle (ICE) of similar vehicle class under a series of incentive and purchase price scenarios. Even with no incentive in place, we find that a considerable share of households (18%) in our national sample are economically suited for a BEV purchase. A bivariate ordered probit model is then used to estimate annual mileage and vehicle ownership period. These variables are the most influential factors on the TCO outcome. According to the results, suburban, multi-vehicle households with children have higher mileages. Education and income have positive impacts on both annual mileage and ownership period, and thus on increasing the economic suitability of BEVs. Results of this study suggest targeted decisions regarding policy and marketing based on consumer conditions as ways to further promote the adoption of BEVs in Canada.

    Abstract It is widely agreed today that the existence of a network of bicycle paths fosters a feeling of safety as well as the use of the bicycle for both recreational and utilitarian purposes. Recent studies have found a link between the presence of cycling infrastructures and gentrification. Few studies have however examined the growth of the cycling networks from the perspective of environmental equity. The main objective of this study is to determine whether the extension of the cycling network in the urban areas of Montreal and Longueuil and the city of Laval over a quarter of a century (1991 to 2016) has reduced or reinforced inequities in accessibility for low-income populations, recent immigrants, children, and older people. Archival maps were employed to reconstruct the cycling networks in the Montreal area in a GIS for six years (1991, 1996, 2001, 2006, 2011, 2016). Census data and spatial analysis methods were then used to measure whether or not inequities in the accessibility of the cycling network increased over the period in question. The results show that, in 25 years, the cycling network has more than doubled in size. It can however be seen that some areas are still very poorly served, and that the network lacks connectivity. Low-income individuals have generally enjoyed good accessibility over the entire period. A strong decrease in inaccessibility for recent immigrants and seniors is also observed. The most important result is clearly that there has been little or no improvement for children, who are found to be in a situation of inequity.

    Abstract Plug-in electric vehicles (PEVs) can contribute to deep greenhouse gas (GHG) reduction targets but their efficacy depends on the sources of electricity. PEV GHG intensity can vary over time (and regionally), making it unclear how policymakers should regulate PEVs in the short and long-term. To explore this uncertainty, we model the short-term (Study 1) and long-term (Study 2) well-to-wheels GHG intensity of PEVs in three regions with very different electricity grid profiles: the Canadian provinces of British Columbia, Alberta, and Ontario. Study 1 uses empirical data on vehicle preferences, driving patterns, and recharge access from a representative survey of new vehicle buyers in Canada (n = 1754) to construct a temporally-explicit model of PEV usage in 2015. Fleet-wide emissions intensity of PEVs varies substantially between regions, with the greatest reduction potential relative to conventional gasoline vehicles seen in British Columbia (78–98%), followed by Ontario (58–92%) and Alberta (34–41%). Study 2 simulates the potential long-term dynamics of technology, behavior, and emissions with the CIMS energy-economy model. With the emissions intensity of electricity decreasing by at least one-third by 2050 and vehicle energy efficiency improving over time, simulation results find that, compared to 2015, 2050 fleet average PEV emissions are 40–52% lower in British Columbia, 57–74% lower in Alberta, and 36–46% lower in Ontario. Overall, we find that PEVs offer substantial GHG emissions benefits compared to conventional vehicles in all scenarios explored. Policy makers seeking deep GHG cuts may want to support PEV adoption, even in jurisdictions that presently use relatively carbon-intensive electricity.

    Abstract We investigate the size and timing of investment in adaptation to climate change effects for ports, when efficiency of investment is uncertain and the market is competitive. We develop a two-period real options game model with two “landlord” ports, each consisting of a port authority (PA) and a downstream terminal operator company (TOC). The two PAs compete with each other at the upstream level, and the two TOCs downstream. The model assumes an accumulation of information about the adaptation projects over time, allowing decision-makers to improve the investment efficiency. The results show that the optimal timing of investment is significantly influenced by the disaster occurrence probability, the potential information gain over time and the level of competition. When competition is intensified, it is optimal for ports to invest earlier than later. However, immediate investments are less preferred when competition is weak, even lesser in the presence of information accumulation. Waiting until the next period to invest is also a better option if the disaster occurrence probability is low or if the shippers’ expected disaster losses are negligible. Moreover, information accumulation reduces the ports’ investment size, while improving the discounted welfare associated with late investments. These results hold for both the private and public ports and for simultaneous investments by the PAs. In most cases, social welfare is much higher with immediate investments, mainly because of the associated positive spillover effects on the surrounding areas and other sectors of economy. The implications of the assumption of Knightian uncertainty for the disaster occurrence probability are discussed.

    Abstract Research has shown that the way in which a question is asked or the order in which it is received can influence the answer of respondents. Surveys are frequently used by transport professionals to better understand the psychology behind travelers’ level of satisfaction and derive policies. An awareness of how survey design impacts individuals’ responses to satisfaction-related questions is vital for any future policy analysis and development. This study uses travel data collected through a university travel survey, which was carried out during the fall and winter of 2017/2018, to examine the effects of seasonality, question wording, and question order on travel satisfaction. To test for question wording and seasonality, respondents were asked to rate their satisfaction with their last trip and satisfaction with their typical commute to work or school under either “warm and sunny” or “cold and snowy” conditions, depending on season of survey completion. To test the effect of question order, respondents were randomly assigned one of two survey versions in which the order of the two aforementioned trip satisfaction questions were switched. Our results confirm the presence of question order and wording effects on reported satisfaction levels, and to a lesser degree, differences in trip satisfaction due to seasonality. Results of this study highlight the need to practice caution when designing travel surveys, particularly with respect to how transport survey respondents are impacted by seasonality, question wording and order.

    This paper uses the emerging crises in water management in North East Thailand as a case study to examine the effectiveness of existing institutional structures and processes to adapt to an uncertain future climate. We argue that it is through an analysis of the interface of actors, institutions and physical infrastructure that climate vulnerability can be better understood, and conversely, that climate resilience might be strengthened. This research has global significance as case studies of emerging water crises provide valuable insights into future vulnerabilities and the Thailand experience speaks to similar challenges across the global South. Our findings illustrate that water managers on the front line of dealing with climate variability are constrained by the interaction of infrastructure that was designed for different times and needs, and of institutional structures and processes that have emerged through the interplay of often competing organisational remits and agendas. Water management is further constrained by the ways in which information and knowledge are generated, shared, and then applied. Critically the research finds that there is no explicit consideration of climate change, but rather universally-held assumptions that patterns of water availability will continue as they have in the past. As a result, there is no long-term planning that could be termed adaptive, but rather, a responsive approach that moves from crisis to crisis between seasons and across years.

    Abstract In this paper, we build a simple model to investigate the impacts of using aviation tax to subsidize high-speed rail (HSR). We find that when the HSR subsidy is not directly linked to the aviation tax, introducing this subsidy will decrease the air traffic and increase the rail traffic on the route where air transport and HSR compete. However, if part of the aviation tax revenue is earmarked for the HSR subsidy (i.e., the integrated tax-subsidy policy), the traffic implications of the HSR subsidy will be the opposite. To extend the analysis to a transportation network, when the integrated tax-subsidy policy only involves aviation tax revenue from routes with HSR presence, it will decrease air traffic on routes without HSR. When the integrated tax-subsidy scheme involves tax revenue from the whole network, the traffic implications depend on the comparison between aviation tax rate on routes with and without HSR.

    Abstract This paper studies the competition between air transport and high-speed rail (HSR) when HSR adopts fixed pricing, and investigates the welfare effect of a reform to change HSR price from fixed to variable. We find that, first, due to the demand-side network effect, HSR traffic may increase with the fixed price. Furthermore, when the HSR operator is a social welfare maximizing monopoly, consistent with general industrial organization theory, social welfare will always increase if HSR moves from fixed price to variable price. However, when the HSR operator maximizes its profit or a weighted sum of profit and social welfare, or when the HSR operator and the airline compete, because of the interaction between the air and HSR services and the horizontal product differentiation of HSR services, social welfare may be greater under the fixed price if that fixed price is sufficiently low.

    Abstract This study uses a 2015 national survey data set to investigate the economic suitability of Canadian households for a battery electric vehicle (BEV) purchase. We compare the total cost of ownership (TCO) for a BEV and an equivalent internal combustion engine vehicle (ICE) of similar vehicle class under a series of incentive and purchase price scenarios. Even with no incentive in place, we find that a considerable share of households (18%) in our national sample are economically suited for a BEV purchase. A bivariate ordered probit model is then used to estimate annual mileage and vehicle ownership period. These variables are the most influential factors on the TCO outcome. According to the results, suburban, multi-vehicle households with children have higher mileages. Education and income have positive impacts on both annual mileage and ownership period, and thus on increasing the economic suitability of BEVs. Results of this study suggest targeted decisions regarding policy and marketing based on consumer conditions as ways to further promote the adoption of BEVs in Canada.

    Abstract It is widely agreed today that the existence of a network of bicycle paths fosters a feeling of safety as well as the use of the bicycle for both recreational and utilitarian purposes. Recent studies have found a link between the presence of cycling infrastructures and gentrification. Few studies have however examined the growth of the cycling networks from the perspective of environmental equity. The main objective of this study is to determine whether the extension of the cycling network in the urban areas of Montreal and Longueuil and the city of Laval over a quarter of a century (1991 to 2016) has reduced or reinforced inequities in accessibility for low-income populations, recent immigrants, children, and older people. Archival maps were employed to reconstruct the cycling networks in the Montreal area in a GIS for six years (1991, 1996, 2001, 2006, 2011, 2016). Census data and spatial analysis methods were then used to measure whether or not inequities in the accessibility of the cycling network increased over the period in question. The results show that, in 25 years, the cycling network has more than doubled in size. It can however be seen that some areas are still very poorly served, and that the network lacks connectivity. Low-income individuals have generally enjoyed good accessibility over the entire period. A strong decrease in inaccessibility for recent immigrants and seniors is also observed. The most important result is clearly that there has been little or no improvement for children, who are found to be in a situation of inequity.

    Abstract Plug-in electric vehicles (PEVs) can contribute to deep greenhouse gas (GHG) reduction targets but their efficacy depends on the sources of electricity. PEV GHG intensity can vary over time (and regionally), making it unclear how policymakers should regulate PEVs in the short and long-term. To explore this uncertainty, we model the short-term (Study 1) and long-term (Study 2) well-to-wheels GHG intensity of PEVs in three regions with very different electricity grid profiles: the Canadian provinces of British Columbia, Alberta, and Ontario. Study 1 uses empirical data on vehicle preferences, driving patterns, and recharge access from a representative survey of new vehicle buyers in Canada (n = 1754) to construct a temporally-explicit model of PEV usage in 2015. Fleet-wide emissions intensity of PEVs varies substantially between regions, with the greatest reduction potential relative to conventional gasoline vehicles seen in British Columbia (78–98%), followed by Ontario (58–92%) and Alberta (34–41%). Study 2 simulates the potential long-term dynamics of technology, behavior, and emissions with the CIMS energy-economy model. With the emissions intensity of electricity decreasing by at least one-third by 2050 and vehicle energy efficiency improving over time, simulation results find that, compared to 2015, 2050 fleet average PEV emissions are 40–52% lower in British Columbia, 57–74% lower in Alberta, and 36–46% lower in Ontario. Overall, we find that PEVs offer substantial GHG emissions benefits compared to conventional vehicles in all scenarios explored. Policy makers seeking deep GHG cuts may want to support PEV adoption, even in jurisdictions that presently use relatively carbon-intensive electricity.

    Abstract We investigate the size and timing of investment in adaptation to climate change effects for ports, when efficiency of investment is uncertain and the market is competitive. We develop a two-period real options game model with two “landlord” ports, each consisting of a port authority (PA) and a downstream terminal operator company (TOC). The two PAs compete with each other at the upstream level, and the two TOCs downstream. The model assumes an accumulation of information about the adaptation projects over time, allowing decision-makers to improve the investment efficiency. The results show that the optimal timing of investment is significantly influenced by the disaster occurrence probability, the potential information gain over time and the level of competition. When competition is intensified, it is optimal for ports to invest earlier than later. However, immediate investments are less preferred when competition is weak, even lesser in the presence of information accumulation. Waiting until the next period to invest is also a better option if the disaster occurrence probability is low or if the shippers’ expected disaster losses are negligible. Moreover, information accumulation reduces the ports’ investment size, while improving the discounted welfare associated with late investments. These results hold for both the private and public ports and for simultaneous investments by the PAs. In most cases, social welfare is much higher with immediate investments, mainly because of the associated positive spillover effects on the surrounding areas and other sectors of economy. The implications of the assumption of Knightian uncertainty for the disaster occurrence probability are discussed.

    Abstract Research has shown that the way in which a question is asked or the order in which it is received can influence the answer of respondents. Surveys are frequently used by transport professionals to better understand the psychology behind travelers’ level of satisfaction and derive policies. An awareness of how survey design impacts individuals’ responses to satisfaction-related questions is vital for any future policy analysis and development. This study uses travel data collected through a university travel survey, which was carried out during the fall and winter of 2017/2018, to examine the effects of seasonality, question wording, and question order on travel satisfaction. To test for question wording and seasonality, respondents were asked to rate their satisfaction with their last trip and satisfaction with their typical commute to work or school under either “warm and sunny” or “cold and snowy” conditions, depending on season of survey completion. To test the effect of question order, respondents were randomly assigned one of two survey versions in which the order of the two aforementioned trip satisfaction questions were switched. Our results confirm the presence of question order and wording effects on reported satisfaction levels, and to a lesser degree, differences in trip satisfaction due to seasonality. Results of this study highlight the need to practice caution when designing travel surveys, particularly with respect to how transport survey respondents are impacted by seasonality, question wording and order.
