    AbstractDoes knowledge of other people's minds grow from concrete experience to abstract concepts? Cognitive scientists have hypothesized that infants’ first‐person experience, acting on their own goals, leads them to understand others’ actions and goals. Indeed, classic developmental research suggests that before infants reach for objects, they do not see others’ reaches as goal‐directed. In five experiments (N = 117), we test an alternative hypothesis: Young infants view reaching as undertaken for a purpose but are open‐minded about the specific goals that reaching actions are aimed to achieve. We first show that 3‐month‐old infants, who cannot reach for objects, lack the expectation that observed acts of reaching will be directed to objects rather than to places. Infants at the same age learned rapidly, however, that a specific agent's reaching action was directed either to an object or to a place, after seeing the agent reach for the same object regardless of where it was, or to the same place regardless of what was there. In a further experiment, 3‐month‐old infants did not demonstrate such inferences when they observed an actor engaging in passive movements. Thus, before infants have learned to reach and manipulate objects themselves, they infer that reaching actions are goal‐directed, and they are open to learning that the goal of an action is either an object or a place.Highlights In the present experiments, 3‐month‐old prereaching infants learned to attribute either object goals or place goals to other people's reaching actions. Prereaching infants view agents’ actions as goal‐directed, but do not expect these acts to be directed to specific objects, rather than to specific places. Prereaching infants are open‐minded about the specific goal states that reaching actions aim to achieve.

    Notions of what counts as a contribution to HCI continue to be contested as our field expands to accommodate perspectives from the arts and humanities. This paper aims to advance the position of the arts and further contribute to these debates by actively exploring what a "non-contribution" would look like in HCI. We do this by taking inspiration from Fluxus, a collective of artists in the 1950’s and 1960’s who actively challenged and reworked practices of fine arts institutions by producing radically accessible, ephemeral, and modest works of "art-amusement." We use Fluxus to develop three analogous forms of "HCI-amusements," each of which shed light on dominant practices and values within HCI by resisting to fit into its logics.

    There is no consensus on the chronology of fire use, with suggestions ranging from earliest use by Homo erectus 1.8 mya to relatively recent Anatomically Modern Humans. While it is widely agreed that fire would have been of great assistance in moving into areas with a temperate climate, early sites from middle latitudes across Eurasia lack convincing evidence for fire use before about 400,000 years ago. It is not clear whether this represents a real pattern, or a limitation to past research methods and survival. Establishing a firm chronology for the use of fire requires refined interpretation of fire residues at early sites. An alternative approach, taking the pattern (provisionally) as real, is to investigate how hominins could have solved important survival problems at middle latitudes without using fire. This article addresses strategies for thermoregulation in the absence of fire in conditions experienced by hominins in north-west Europe before 400,000 years ago. Four main hypotheses are proposed, involving strategies based primarily on 1) winter fur and subcutaneous fat, 2) hibernation, 3) enhanced heat production, and 4) a combination of cultural insulation particularly clothing and insulative baby carriers with enhanced heat production. Given the trade-offs of these strategies, I will consider their plausibility for the early occupants of Europe, and discuss how the most plausible strategies could be detected in future research.

    Consider a decentralized, dynamic market with an infinite horizon and participation costs in which both buyers and sellers have private information concerning their values for the indivisible traded good. Time is discrete, each period has length δ, and each unit of time continuums of new buyers and sellers consider entry. Traders whose expected utility is negative choose not to enter. Within a period each buyer is matched anonymously with a seller and each seller is matched with zero, one, or more buyers. Every seller runs a first price auction with a reservation price and, if trade occurs, both the seller and winning buyer exit the market with their realized utility. Traders who fail to trade continue in the market to be rematched. We characterize the steady-state equilibria that satisfy a subgame perfection criterion. We show that, as δ converges to zero, equilibrium prices at which trades occur converge to the Walrasian price and the realized allocations converge to the competitive allocation. We also show existence of equilibria for δ sufficiently small.

    An understanding of participation dynamics within online production communities requires an examination of the roles assumed by participants. Recent studies have established that the organizational structure of such communities is not flat; rather, participants can take on a variety of well-defined functional roles. What is the nature of functional roles? How have they evolved? And how do participants assume these functions? Prior studies focused primarily on participants' activities, rather than functional roles. Further, extant conceptualizations of role transitions in production communities, such as the Reader to Leader framework, emphasize a single dimension: organizational power, overlooking distinctions between functions. In contrast, in this paper we empirically study the nature and structure of functional roles within Wikipedia, seeking to validate existing theoretical frameworks. The analysis sheds new light on the nature of functional roles, revealing the intricate "career paths" resulting from participants' role transitions.

    Although attention has been given to how broadband access is related to economic development in rural areas, scant consideration has been given to how it may be associated with voluntary participation. This issue is important in that numerous studies have shown how much more vital community participation is in rural areas as compared to suburban and urban places. Drawing on three diverse data sets, we examine the influence of broadband access on community participation. In addition, we explore whether broadband access exerts its influence through, in conjunction with, or independent of social networks. The results suggest that broadband access and social network size have independent effects on volunteering in rural places.

    Aspects of spatial cognition, specifically spatial skills, are strongly correlated with interest and success in STEM courses and STEM-related professions. Because growth in STEM-related industries is expected to continue for the foreseeable future, it is important to develop evidence-based and theoretically grounded methods and interventions that can help train relevant spatial skills. In this article, we discuss research showing that aspects of spatial cognition are embodied and how these findings and theoretical developments can be used to influence the design of tangible and embodied interfaces (TEIs). TEIs seek to bring interaction with digital content off the screen and into the physical environment. By incorporating physical movement and tangible feedback in digital systems, TEIs can leverage the relationship between the body and spatial cognition to engage, support, or improve spatial skills. We use this knowledge to define a design space for TEIs that engage spatial cognition and illustrate how TEIs that are designed and evaluated from a spatial cognition perspective can expand the design space in ways that contribute to the fields of cognitive science and human computer interaction.

    It is now commonplace to say that information and communications technologies are rapidly transforming the world of research. We are only beginning to recognize, however, that management of the scientific enterprise must adapt if we, as a society, are to take full advantage of the knowledge and understanding generated by researchers. One of the most important areas of information and communication technology (ICT)-driven change is the emergence of escience, briefly described as universal desktop access, via the Internet, to distributed resources, global collaboration, and the intellectual, analytical, and investigative output of the world’s scientific community.The vision of e-science is being realised in relation to the outputs of science, particularly journal articles and other forms of scholarly publication. This realisation extends less to research data, the raw material at the heart of the scientific process and the object of significant annual public investments.Ensuring research data are easily accessible, so that they can be used as often and as widely as possible, is a matter of sound stewardship of public resources. Moreover, as research becomes increasingly global, there is a growing need to systematically address data access and sharing issues beyond national jurisdictions. The goals of this report and its recommendations are to ensure that both researchers and the public receive optimum returns on the public investments in research, and to build on the value chain of investments in research and research data. To some extent, research data are shared today, often quite extensively within established networks, using both the latest technology and innovative management techniques. The Follow Up Group drew on the experiences of several of these networks to examine the roles and responsibilities of governments as they relate to data produced from publicly funded research. The objective was to seek good practices that can be used by national governments, international bodies, and scientists in other areas of research. In doing so, the Group developed an analytical framework for determining where further improvements can be made in the national and international organization, management, and regulation of research data.The findings and recommendations presented here are based on the central principle that publicly funded research data should be openly available to the maximum extent possible. Availability should be subject only to national security restrictions; protection of confidentiality and privacy; intellectual property rights; and time-limited exclusive use by principal investigators. Publicly funded research data are a public good, produced in the public interest. As such they should remain in the public realm. This does not preclude the subsequent commercialization of research results in patents and copyrights, or of the data themselves in databases, but it does mean that a copy of the data must be maintained and made openly accessible. Implicitly or explicitly, this principle is recognized by many of the world’s leading scientific institutions, organizations, andagencies. Expanding the adoption of this principle to national and international stages will enable researchers, empower citizens and convey tremendous scientific, economic, and social benefits. Evidence from the case studies and from other investigation undertaken for this report suggest that successful research data access and sharing arrangements, or regimes, share a number of key attributes and operating principles. These bring effective organization and management to the distribution and exchange of data. The key attributes include: openness; transparency of access and active dissemination; the assignment and assumption of formal responsibilities; interoperability; quality control; operational efficiency and flexibility; respect for private intellectual property and other ethical and legal matters; accountability; and professionalism. Whether they are discipline-specific or issue oriented, national or international, the regimes that adhere to these operating principles reap the greatest returns from the use of research data. There are five broad groups of issues that stand out in any examination of research data access and sharing regimes. The Follow Up Group used these as an analytical framework for examining the case studies that informed this report, and in doing so, came to several broad conclusions: • Technological issues: Broad access to research data, and their optimum exploitation, requires appropriately designed technological infrastructure, broad international agreement on interoperability, and effective data quality controls; • Institutional and managerial issues: While the core open access principle applies to all science communities, the diversity of the scientific enterprise suggests that a variety of institutional models and tailored data management approaches are most effective in meeting the needs of researchers; • Financial and budgetary issues: Scientific data infrastructure requires continued, and dedicated, budgetary planning and appropriate financial support. The use of research data cannot be maximized if access, management, and preservation costs are an add-on or after-thought in research projects; • Legal and policy issues: National laws and international agreements directly affect data access and sharing practices, despite the fact that they are often adopted without due consideration of the impact on the sharing of publicly funded research data; • Cultural and behavioural issues: Appropriate reward structures are a necessary component for promoting data access and sharing practices. These apply to both those who produce and those who manage research data.The case studies and other research conducted for this report suggest that concrete, beneficial actions can be taken by the different actors involved in making possible access to, and sharing of, publicly funded research data. This includes the OECD as an international organization with credibility and stature in the science policy area. The Follow Up Group recommends that the OECD consider the following: • Put the issues of data access and sharing on the agenda of the next Ministerial meeting; • In conjunction with relevant member country research organizations, o Conduct or coordinate a study to survey national laws and policies that affect data access and sharing practices; o Conduct or coordinate a study to compile model licensing agreements and templates for access to and sharing of publicly funded data; • With the rapid advances in scientific communications made possible by recent developments in ICTs, there are many aspects of research data access and sharing that have not been addressed sufficiently by this report, would benefit from further study, and will need further clarification. Accordingly, further possible actions areas include: o Governments from OECD expand their policy frameworks of research data access and sharing to include data produced from a mixture of public and private funds; o OECD consider examinations of research data access and sharing to include issues of interacting with developing countries; and o OECD promote further research, including a comprehensive economic analysis of existing data access regimes, at both the national and research project or program levels.National governments have a crucial role to play in promoting and supporting data accessibility since they provide the necessary resources, establish overall polices for data management, regulate matters such as the protection of confidentiality and privacy, and determine restrictions based on national security. Most importantly, national governments are responsible for major research support and funding organizations, and it is here that many of the managerial aspects ofdata sharing need to be addressed. Drawing on good practices worldwide, the Follow Up Group suggests that national governments should consider the following: • Adopt and effectively implement the principle that data produced from publicly funded research should be openly vailable to the maximum extent possible; • Encourage their research funding agencies and major data producing departments to work together to find ways to enhance access to statistical data, such as census materials and surveys; • Adopt free access or marginal cost pricing policies for the dissemination of researchuseful data produced by government departments and agencies; • Analyze, assess, and monitor policies, programs, and management practices related to data access and sharing polices within their national research and research funding organizations. The widespread national, international and cross-disciplinary sharing of research data is no longer a technological impossibility. Technology itself, however, will not fulfill the promise of escience.Information and communication technologies provide the physical infrastructure. It is up to national governments, international agencies, research institutions, and scientists themselves to ensure that the institutional, financial and economic, legal, and cultural and behavioural aspects of data sharing are taken into account.

    Consider a decentralized, dynamic market with an infinite horizon in which both buyers and sellers have private information concerning their values for the indivisible traded good. Time is discrete, each period has length ä, and each unit of time a large number of new buyers and sellers enter the market to trade. Within a period each buyer is matched with a seller and each seller is matched with zero, one, or more buyers. Every seller runs a first price auction with a reservation price and, if trade occurs, both the seller and winning buyer exit the market with their realized utility. Traders who fail to trade either continue in the market to be rematched or become discouraged with probability äµ (µ is the discouragement rate) and exit with zero utility. We characterize the steady-state, perfect Bayesian equilibria as ä becomes small and the market–in effect– becomes large. We show that, as ä converges to zero, equilibrium prices at which trades occur converge to the Walrasian price and the realized allocations converge to the competitive allocation.

    AbstractDoes knowledge of other people's minds grow from concrete experience to abstract concepts? Cognitive scientists have hypothesized that infants’ first‐person experience, acting on their own goals, leads them to understand others’ actions and goals. Indeed, classic developmental research suggests that before infants reach for objects, they do not see others’ reaches as goal‐directed. In five experiments (N = 117), we test an alternative hypothesis: Young infants view reaching as undertaken for a purpose but are open‐minded about the specific goals that reaching actions are aimed to achieve. We first show that 3‐month‐old infants, who cannot reach for objects, lack the expectation that observed acts of reaching will be directed to objects rather than to places. Infants at the same age learned rapidly, however, that a specific agent's reaching action was directed either to an object or to a place, after seeing the agent reach for the same object regardless of where it was, or to the same place regardless of what was there. In a further experiment, 3‐month‐old infants did not demonstrate such inferences when they observed an actor engaging in passive movements. Thus, before infants have learned to reach and manipulate objects themselves, they infer that reaching actions are goal‐directed, and they are open to learning that the goal of an action is either an object or a place.Highlights In the present experiments, 3‐month‐old prereaching infants learned to attribute either object goals or place goals to other people's reaching actions. Prereaching infants view agents’ actions as goal‐directed, but do not expect these acts to be directed to specific objects, rather than to specific places. Prereaching infants are open‐minded about the specific goal states that reaching actions aim to achieve.

    Notions of what counts as a contribution to HCI continue to be contested as our field expands to accommodate perspectives from the arts and humanities. This paper aims to advance the position of the arts and further contribute to these debates by actively exploring what a "non-contribution" would look like in HCI. We do this by taking inspiration from Fluxus, a collective of artists in the 1950’s and 1960’s who actively challenged and reworked practices of fine arts institutions by producing radically accessible, ephemeral, and modest works of "art-amusement." We use Fluxus to develop three analogous forms of "HCI-amusements," each of which shed light on dominant practices and values within HCI by resisting to fit into its logics.

    There is no consensus on the chronology of fire use, with suggestions ranging from earliest use by Homo erectus 1.8 mya to relatively recent Anatomically Modern Humans. While it is widely agreed that fire would have been of great assistance in moving into areas with a temperate climate, early sites from middle latitudes across Eurasia lack convincing evidence for fire use before about 400,000 years ago. It is not clear whether this represents a real pattern, or a limitation to past research methods and survival. Establishing a firm chronology for the use of fire requires refined interpretation of fire residues at early sites. An alternative approach, taking the pattern (provisionally) as real, is to investigate how hominins could have solved important survival problems at middle latitudes without using fire. This article addresses strategies for thermoregulation in the absence of fire in conditions experienced by hominins in north-west Europe before 400,000 years ago. Four main hypotheses are proposed, involving strategies based primarily on 1) winter fur and subcutaneous fat, 2) hibernation, 3) enhanced heat production, and 4) a combination of cultural insulation particularly clothing and insulative baby carriers with enhanced heat production. Given the trade-offs of these strategies, I will consider their plausibility for the early occupants of Europe, and discuss how the most plausible strategies could be detected in future research.

    Consider a decentralized, dynamic market with an infinite horizon and participation costs in which both buyers and sellers have private information concerning their values for the indivisible traded good. Time is discrete, each period has length δ, and each unit of time continuums of new buyers and sellers consider entry. Traders whose expected utility is negative choose not to enter. Within a period each buyer is matched anonymously with a seller and each seller is matched with zero, one, or more buyers. Every seller runs a first price auction with a reservation price and, if trade occurs, both the seller and winning buyer exit the market with their realized utility. Traders who fail to trade continue in the market to be rematched. We characterize the steady-state equilibria that satisfy a subgame perfection criterion. We show that, as δ converges to zero, equilibrium prices at which trades occur converge to the Walrasian price and the realized allocations converge to the competitive allocation. We also show existence of equilibria for δ sufficiently small.

    An understanding of participation dynamics within online production communities requires an examination of the roles assumed by participants. Recent studies have established that the organizational structure of such communities is not flat; rather, participants can take on a variety of well-defined functional roles. What is the nature of functional roles? How have they evolved? And how do participants assume these functions? Prior studies focused primarily on participants' activities, rather than functional roles. Further, extant conceptualizations of role transitions in production communities, such as the Reader to Leader framework, emphasize a single dimension: organizational power, overlooking distinctions between functions. In contrast, in this paper we empirically study the nature and structure of functional roles within Wikipedia, seeking to validate existing theoretical frameworks. The analysis sheds new light on the nature of functional roles, revealing the intricate "career paths" resulting from participants' role transitions.

    Although attention has been given to how broadband access is related to economic development in rural areas, scant consideration has been given to how it may be associated with voluntary participation. This issue is important in that numerous studies have shown how much more vital community participation is in rural areas as compared to suburban and urban places. Drawing on three diverse data sets, we examine the influence of broadband access on community participation. In addition, we explore whether broadband access exerts its influence through, in conjunction with, or independent of social networks. The results suggest that broadband access and social network size have independent effects on volunteering in rural places.

    Aspects of spatial cognition, specifically spatial skills, are strongly correlated with interest and success in STEM courses and STEM-related professions. Because growth in STEM-related industries is expected to continue for the foreseeable future, it is important to develop evidence-based and theoretically grounded methods and interventions that can help train relevant spatial skills. In this article, we discuss research showing that aspects of spatial cognition are embodied and how these findings and theoretical developments can be used to influence the design of tangible and embodied interfaces (TEIs). TEIs seek to bring interaction with digital content off the screen and into the physical environment. By incorporating physical movement and tangible feedback in digital systems, TEIs can leverage the relationship between the body and spatial cognition to engage, support, or improve spatial skills. We use this knowledge to define a design space for TEIs that engage spatial cognition and illustrate how TEIs that are designed and evaluated from a spatial cognition perspective can expand the design space in ways that contribute to the fields of cognitive science and human computer interaction.

    It is now commonplace to say that information and communications technologies are rapidly transforming the world of research. We are only beginning to recognize, however, that management of the scientific enterprise must adapt if we, as a society, are to take full advantage of the knowledge and understanding generated by researchers. One of the most important areas of information and communication technology (ICT)-driven change is the emergence of escience, briefly described as universal desktop access, via the Internet, to distributed resources, global collaboration, and the intellectual, analytical, and investigative output of the world’s scientific community.The vision of e-science is being realised in relation to the outputs of science, particularly journal articles and other forms of scholarly publication. The goals of this report and its recommendations are to ensure that both researchers and the public receive optimum returns on the public investments in research, and to build on the value chain of investments in research and research data. To some extent, research data are shared today, often quite extensively within established networks, using both the latest technology and innovative management techniques. The Follow Up Group drew on the experiences of several of these networks to examine the roles and responsibilities of governments as they relate to data produced from publicly funded research. The objective was to seek good practices that can be used by national governments, international bodies, and scientists in other areas of research. In doing so, the Group developed an analytical framework for determining where further improvements can be made in the national and international organization, management, and regulation of research data.The findings and recommendations presented here are based on the central principle that publicly funded research data should be openly available to the maximum extent possible. Availability should be subject only to national security restrictions; protection of confidentiality and privacy; intellectual property rights; and time-limited exclusive use by principal investigators. Publicly funded research data are a public good, produced in the public interest. As such they should remain in the public realm. This does not preclude the subsequent commercialization of research results in patents and copyrights, or of the data themselves in databases, but it does mean that a copy of the data must be maintained and made openly accessible. Implicitly or explicitly, this principle is recognized by many of the world’s leading scientific institutions, organizations, andagencies. Expanding the adoption of this principle to national and international stages will enable researchers, empower citizens and convey tremendous scientific, economic, and social benefits. Evidence from the case studies and from other investigation undertaken for this report suggest that successful research data access and sharing arrangements, or regimes, share a number of key attributes and operating principles. These bring effective organization and management to the distribution and exchange of data. The key attributes include: openness; transparency of access and active dissemination; the assignment and assumption of formal responsibilities; interoperability; quality control; operational efficiency and flexibility; respect for private intellectual property and other ethical and legal matters; accountability; and professionalism. Whether they are discipline-specific or issue oriented, national or international, the regimes that adhere to these operating principles reap the greatest returns from the use of research data. There are five broad groups of issues that stand out in any examination of research data access and sharing regimes. The Follow Up Group used these as an analytical framework for examining the case studies that informed this report, and in doing so, came to several broad conclusions: • Technological issues: Broad access to research data, and their optimum exploitation, requires appropriately designed technological infrastructure, broad international agreement on interoperability, and effective data quality controls; • Institutional and managerial issues: While the core open access principle applies to all science communities, the diversity of the scientific enterprise suggests that a variety of institutional models and tailored data management approaches are most effective in meeting the needs of researchers; • Financial and budgetary issues: Scientific data infrastructure requires continued, and dedicated, budgetary planning and appropriate financial support. The use of research data cannot be maximized if access, management, and preservation costs are an add-on or after-thought in research projects; • Legal and policy issues: National laws and international agreements directly affect data access and sharing practices, despite the fact that they are often adopted without due consideration of the impact on the sharing of publicly funded research data; • Cultural and behavioural issues: Appropriate reward structures are a necessary component for promoting data access and sharing practices. These apply to both those who produce and those who manage research data.The case studies and other research conducted for this report suggest that concrete, beneficial actions can be taken by the different actors involved in making possible access to, and sharing of, publicly funded research data. This includes the OECD as an international organization with credibility and stature in the science policy area. The Follow Up Group recommends that the OECD consider the following: • Put the issues of data access and sharing on the agenda of the next Ministerial meeting; • In conjunction with relevant member country research organizations, o Conduct or coordinate a study to survey national laws and policies that affect data access and sharing practices; o Conduct or coordinate a study to compile model licensing agreements and templates for access to and sharing of publicly funded data; • With the rapid advances in scientific communications made possible by recent developments in ICTs, there are many aspects of research data access and sharing that have not been addressed sufficiently by this report, would benefit from further study, and will need further clarification. Accordingly, further possible actions areas include: o Governments from OECD expand their policy frameworks of research data access and sharing to include data produced from a mixture of public and private funds; o OECD consider examinations of research data access and sharing to include issues of interacting with developing countries; and o OECD promote further research, including a comprehensive economic analysis of existing data access regimes, at both the national and research project or program levels.National governments have a crucial role to play in promoting and supporting data accessibility since they provide the necessary resources, establish overall polices for data management, regulate matters such as the protection of confidentiality and privacy, and determine restrictions based on national security. Most importantly, national governments are responsible for major research support and funding organizations, and it is here that many of the managerial aspects ofdata sharing need to be addressed. Drawing on good practices worldwide, the Follow Up Group suggests that national governments should consider the following: • Adopt and effectively implement the principle that data produced from publicly funded research should be openly vailable to the maximum extent possible; • Encourage their research funding agencies and major data producing departments to work together to find ways to enhance access to statistical data, such as census materials and surveys; • Adopt free access or marginal cost pricing policies for the dissemination of researchuseful data produced by government departments and agencies; • Analyze, assess, and monitor policies, programs, and management practices related to data access and sharing polices within their national research and research funding organizations. The widespread national, international and cross-disciplinary sharing of research data is no longer a technological impossibility. Technology itself, however, will not fulfill the promise of escience.Information and communication technologies provide the physical infrastructure. It is up to national governments, international agencies, research institutions, and scientists themselves to ensure that the institutional, financial and economic, legal, and cultural and behavioural aspects of data sharing are taken into account.

    Consider a decentralized, dynamic market with an infinite horizon in which both buyers and sellers have private information concerning their values for the indivisible traded good. Time is discrete, each period has length ä, and each unit of time a large number of new buyers and sellers enter the market to trade. Within a period each buyer is matched with a seller and each seller is matched with zero, one, or more buyers. Every seller runs a first price auction with a reservation price and, if trade occurs, both the seller and winning buyer exit the market with their realized utility. Traders who fail to trade either continue in the market to be rematched or become discouraged with probability äµ (µ is the discouragement rate) and exit with zero utility. We characterize the steady-state, perfect Bayesian equilibria as ä becomes small and the market–in effect– becomes large. We show that, as ä converges to zero, equilibrium prices at which trades occur converge to the Walrasian price and the realized allocations converge to the competitive allocation.
