    With the recent rise of open government and open data initiatives, governments are increasingly adopting new approaches of citizen participation to support a more democratic, transparent, and inclusive government system. Among other forms of citizen participation, Volunteered Geographic Information (VGI) is one approach to connecting citizens and government. Accepting VGI as a way to update government data or collect near‐real‐time information from citizens can create a partner‐like relationship where citizens voluntarily contribute time and effort to support government actions. However, as a relatively new approach to citizen participation and data collection, VGI requires evaluation from the perspective of governments. This research investigates the challenges and opportunities that governments have found through the implementation of VGI projects. Results are drawn from interviews conducted with 19 government organizations, revealing organizational and technical challenges that limit the adoption of VGI. Organizational challenges are associated with government mindset, implementation, and project management, while technical challenges involve development of the system and quality of data. Given these challenges, we derive recommendations within the phases of project initiation, implementation, and expansion that can foster VGI adoption in government.

    Research around the world has been nearly unanimous about the positive impacts of Indigenous‐led health organizations on Indigenous peoples' qualitative experiences in health care, in the face of often negative experiences in non‐Indigenous‐led health care settings. Urban environments, including health care environments, are areas of increasing attention with regard to Indigenous peoples' health in Canada. In this study, which took place in the northern city of Prince George, British Columbia, 65 Indigenous community members and health services workers participated in interviews and focus groups, describing their experiences with urban Indigenous‐led health organizations—defined in this study as non‐governmental organizations that prioritize the values and practices of local Indigenous communities. Employing perspectives on place and relationships drawn from Indigenous critical theory and Indigenous community resurgence to analyze the findings of this qualitative study leads to a focus on how relationships impact and can even constitute places, enabling new understandings of the roles of Indigenous‐led health organizations in urban Indigenous community resurgence.

    This paper reports on the findings of an empirical study of the street‐level visual spatialities of urban platforms in three Canadian cities: Toronto, Vancouver, and Montreal. Enumerating, typologizing, and spatially analyzing incidences of platforms in these three cities, we find platforms to be concentrated in neighbourhoods classified as “gentrified,” “gentrifying,” and “gentrifiable,” while being largely absent from established affluent enclaves. We theorize the significance of these spatialities in three ways. First, we suggest that the emplaced visibility of platforms functions to cue expenditures of digital spatial capital—the ability to stake claims to space through engagements with digital technologies—in neighbourhoods where these platformized materialities are visually encountered. Second, we argue that these expenditures of spatial capital are associated with the ways in which platforms glamorize mundane urban consumption practices (the aestheticization of consumption) while decoupling acts of consumption from face‐to‐face interaction (the anaestheticization of social relations). And third, we identify propositions for how these an/aesthetic dynamics may potentially influence the further densification of platforms on city streets in transitioned (gentrified) and transitional (gentrifying and gentrifiable) urban enclaves.

    This article examines the role that place naming has played in the rescaling of the Pacific waters along the Canada/United States border as the “Salish Sea.” Drawing upon archival materials and a series of semi‐structured interviews, we argue that the scalar framing of such waters as a delimited spatial “unit” was dependent upon the performative reiteration of citational practices that were employed over a period of two decades to discursively assemble these fluid multiplicities into a cartographically bounded space. Although one of the ostensible aims of this geographical designation was to acknowledge the longstanding presence of Coast Salish peoples in the region, the naming of the Salish Sea has also had the political effect of reinforcing neocolonial relations of socio‐spatial dispossession by further entrenching the powers of the state as the final arbiter of geographical naming conventions.Décoloniser la carte ? Les enjeux politiques de la toponymie et le transfert d'échelle de la mer des SalishCet article étudie le rôle que la dénomination de la « mer des Salish » le long de la frontière canado‐américaine a joué dans le changement d'échelle des eaux du Pacifique. Des documents issus de fonds d'archives et une série d'entretiens semi‐dirigés servent d'appui pour défendre l'idée selon laquelle la conception scalaire de ces eaux en tant qu'unité spatiale délimitée découlait de la réitération performative des pratiques citationnelles adoptées depuis deux décennies afin de traduire de manière discursive cette abondance aqueuse dans un espace cartographique circonscrit. Bien que l'un des objectifs apparents de cette appellation géographique fût de reconnaître l'ancienneté de l'établissement dans la région des peuples Salish de la côte, l'appellation de la mer des Salish a eu comme impact politique de renforcer les relations néocoloniales de la dépossession socio‐spatiale en consolidant les pouvoirs étatiques comme arbitre final des conventions existantes en matière de toponymie.Mots clés : décolonisation, performativité, mer des Salish, toponymie, échelle

    This paper examines indigeneity and spatial production in the city of Winnipeg, home to the largest urban Indigenous population in Canada. Using data from semi‐structured interviews with Indigenous inhabitants, municipal officials, and Indigenous leaders, this paper argues that the right to the city and to difference are deradicalized for urban Indigenous communities. Indigenous engagement in processes of everyday urbanism occurs through broadly participatory public consultation and through mechanisms designed by City Hall to communicate with Indigenous communities about municipal initiatives. To arrive at a more robust and meaningful Indigenous urban visibility in Canadian cities, spatial production and programming mechanisms will need to be reconstituted. Guided by the perspectives of Indigenous participants, this paper considers some of what Indigenous urbanism might yet entail. Fulfilling coexistence and reconciliation is dependent on enabling Indigenous urbanism to guide the course taken in urban governance, spatial planning, and the built environment of Canadian cities.

    Key Messages This study suggests that the communication of select information on cancer risk varies between urban and rural settings in newspaper coverage in Ontario. News coverage that reports risk information in a variety of formats could foster health literacy and accurate perceptions of cancer risk among Canadians. Participatory communication practices, involving collaboration between multiple stakeholders, could help address communication inequalities between various geographies.

    This paper examines the response by local government and stakeholders to the arrival and resettlement of Syrian newcomers in Hamilton, Ontario in 2015 and 2016—the first major wave of refugee arrivals since two significant changes in Hamilton's settlement organizational landscape. The creation of a local immigration partnership called the Hamilton Immigration Partnership Council (HIPC) is an example of place‐based policymaking within local immigration and settlement in Canada. Place‐based approaches emerged to bypass top‐down policy ineffectiveness, and the shift to empower civic participation in the local decision‐making process is seen as one solution to public policy innovations. Examination of HIPC's role in this context is thus critical to understand the challenges and learnings encountered in one place‐based setting. Our findings suggest that the lack of power (in terms of information, communication, resources, and funding) led to a missed opportunity for HIPC to lead a significant resettlement initiative. HIPC's inability to bring together key partners across the sector prior to and during the event is symptomatic of systemic barriers the Council had faced, including competing interpretations of HIPC and its role by its members. This study suggests the effectiveness of place‐based policy is not without its nuances, and iterative challenges and learnings.

L'objectif de cet article est d'étudier le phénomène des grappes industrielles en région périphérique à partir du cas des biotechnologies marines à Rimouski. Pour ce faire, nous décrivons la structure et le fonctionnement de la grappe et nous analysons comment les dynamiques d'innovation résultent de processus et d'interactions qui se déroulent à différentes échelles spatiales. De plus, nous discutons en quoi le cas des biotechnologies marines à Rimouski illustre la difficulté de faire émerger une grappe dans un contexte périphérique.

    The Papaschase Indian Reservation outside Edmonton, Alberta was established as part of Treaty 6 in 1877, but annulled in 1888. A significant portion of the land was later assembled in Canada's first land bank and sold at below‐market prices to create “Mill Woods,” an idealistic vision for a planned mixed‐use suburb. Settler Colonial Theory is introduced to explore the history of the Papaschase Cree and the Reservation. This testifies to the process of dispossession, settler colonial occupation, and respatialization of the Canadian landscape. Canadian suburbia is not placeless. Methods for examining such “erased spaces” and layers of previous occupation are discussed. Canadian urban historical geography and suburban research have not sufficiently examined settler colonial dispossession. This is an opportunity for geographers to contribute to Canadian reconciliation between Settler and Indigenous cultures.

    With the recent rise of open government and open data initiatives, governments are increasingly adopting new approaches of citizen participation to support a more democratic, transparent, and inclusive government system. Among other forms of citizen participation, Volunteered Geographic Information (VGI) is one approach to connecting citizens and government. Accepting VGI as a way to update government data or collect near‐real‐time information from citizens can create a partner‐like relationship where citizens voluntarily contribute time and effort to support government actions. However, as a relatively new approach to citizen participation and data collection, VGI requires evaluation from the perspective of governments. This research investigates the challenges and opportunities that governments have found through the implementation of VGI projects. Results are drawn from interviews conducted with 19 government organizations, revealing organizational and technical challenges that limit the adoption of VGI. Organizational challenges are associated with government mindset, implementation, and project management, while technical challenges involve development of the system and quality of data. Given these challenges, we derive recommendations within the phases of project initiation, implementation, and expansion that can foster VGI adoption in government.

    Research around the world has been nearly unanimous about the positive impacts of Indigenous‐led health organizations on Indigenous peoples' qualitative experiences in health care, in the face of often negative experiences in non‐Indigenous‐led health care settings. Urban environments, including health care environments, are areas of increasing attention with regard to Indigenous peoples' health in Canada. In this study, which took place in the northern city of Prince George, British Columbia, 65 Indigenous community members and health services workers participated in interviews and focus groups, describing their experiences with urban Indigenous‐led health organizations—defined in this study as non‐governmental organizations that prioritize the values and practices of local Indigenous communities. Employing perspectives on place and relationships drawn from Indigenous critical theory and Indigenous community resurgence to analyze the findings of this qualitative study leads to a focus on how relationships impact and can even constitute places, enabling new understandings of the roles of Indigenous‐led health organizations in urban Indigenous community resurgence.

    This paper reports on the findings of an empirical study of the street‐level visual spatialities of urban platforms in three Canadian cities: Toronto, Vancouver, and Montreal. Enumerating, typologizing, and spatially analyzing incidences of platforms in these three cities, we find platforms to be concentrated in neighbourhoods classified as “gentrified,” “gentrifying,” and “gentrifiable,” while being largely absent from established affluent enclaves. We theorize the significance of these spatialities in three ways. First, we suggest that the emplaced visibility of platforms functions to cue expenditures of digital spatial capital—the ability to stake claims to space through engagements with digital technologies—in neighbourhoods where these platformized materialities are visually encountered. Second, we argue that these expenditures of spatial capital are associated with the ways in which platforms glamorize mundane urban consumption practices (the aestheticization of consumption) while decoupling acts of consumption from face‐to‐face interaction (the anaestheticization of social relations). And third, we identify propositions for how these an/aesthetic dynamics may potentially influence the further densification of platforms on city streets in transitioned (gentrified) and transitional (gentrifying and gentrifiable) urban enclaves.

    This article examines the role that place naming has played in the rescaling of the Pacific waters along the Canada/United States border as the “Salish Sea.” Drawing upon archival materials and a series of semi‐structured interviews, we argue that the scalar framing of such waters as a delimited spatial “unit” was dependent upon the performative reiteration of citational practices that were employed over a period of two decades to discursively assemble these fluid multiplicities into a cartographically bounded space. Although one of the ostensible aims of this geographical designation was to acknowledge the longstanding presence of Coast Salish peoples in the region, the naming of the Salish Sea has also had the political effect of reinforcing neocolonial relations of socio‐spatial dispossession by further entrenching the powers of the state as the final arbiter of geographical naming conventions.Décoloniser la carte ? Les enjeux politiques de la toponymie et le transfert d'échelle de la mer des SalishCet article étudie le rôle que la dénomination de la « mer des Salish » le long de la frontière canado‐américaine a joué dans le changement d'échelle des eaux du Pacifique. Des documents issus de fonds d'archives et une série d'entretiens semi‐dirigés servent d'appui pour défendre l'idée selon laquelle la conception scalaire de ces eaux en tant qu'unité spatiale délimitée découlait de la réitération performative des pratiques citationnelles adoptées depuis deux décennies afin de traduire de manière discursive cette abondance aqueuse dans un espace cartographique circonscrit.     This paper examines indigeneity and spatial production in the city of Winnipeg, home to the largest urban Indigenous population in Canada. Using data from semi‐structured interviews with Indigenous inhabitants, municipal officials, and Indigenous leaders, this paper argues that the right to the city and to difference are deradicalized for urban Indigenous communities. Indigenous engagement in processes of everyday urbanism occurs through broadly participatory public consultation and through mechanisms designed by City Hall to communicate with Indigenous communities about municipal initiatives. To arrive at a more robust and meaningful Indigenous urban visibility in Canadian cities, spatial production and programming mechanisms will need to be reconstituted. Guided by the perspectives of Indigenous participants, this paper considers some of what Indigenous urbanism might yet entail. Fulfilling coexistence and reconciliation is dependent on enabling Indigenous urbanism to guide the course taken in urban governance, spatial planning, and the built environment of Canadian cities.

    Key Messages This study suggests that the communication of select information on cancer risk varies between urban and rural settings in newspaper coverage in Ontario. News coverage that reports risk information in a variety of formats could foster health literacy and accurate perceptions of cancer risk among Canadians. Participatory communication practices, involving collaboration between multiple stakeholders, could help address communication inequalities between various geographies.

    This paper examines the response by local government and stakeholders to the arrival and resettlement of Syrian newcomers in Hamilton, Ontario in 2015 and 2016—the first major wave of refugee arrivals since two significant changes in Hamilton's settlement organizational landscape. The creation of a local immigration partnership called the Hamilton Immigration Partnership Council (HIPC) is an example of place‐based policymaking within local immigration and settlement in Canada. Place‐based approaches emerged to bypass top‐down policy ineffectiveness, and the shift to empower civic participation in the local decision‐making process is seen as one solution to public policy innovations. Examination of HIPC's role in this context is thus critical to understand the challenges and learnings encountered in one place‐based setting. Our findings suggest that the lack of power (in terms of information, communication, resources, and funding) led to a missed opportunity for HIPC to lead a significant resettlement initiative. HIPC's inability to bring together key partners across the sector prior to and during the event is symptomatic of systemic barriers the Council had faced, including competing interpretations of HIPC and its role by its members. This study suggests the effectiveness of place‐based policy is not without its nuances, and iterative challenges and learnings.

    Figurant comme un élément important des politiques de développement économique, les grappes régionales ont été souvent présentées, à tort ou à raison, comme étant l'environnement le mieux adapté pour stimuler l'innovation et la compétitivité des entreprises et des régions. L'objectif de cet article est d'étudier le phénomène des grappes industrielles en région périphérique à partir du cas des biotechnologies marines à Rimouski. Pour ce faire, nous décrivons la structure et le fonctionnement de la grappe et nous analysons comment les dynamiques d'innovation résultent de processus et d'interactions qui se déroulent à différentes échelles spatiales. De plus, nous discutons en quoi le cas des biotechnologies marines à Rimouski illustre la difficulté de faire émerger une grappe dans un contexte périphérique.

    The Papaschase Indian Reservation outside Edmonton, Alberta was established as part of Treaty 6 in 1877, but annulled in 1888. A significant portion of the land was later assembled in Canada's first land bank and sold at below‐market prices to create “Mill Woods,” an idealistic vision for a planned mixed‐use suburb. Settler Colonial Theory is introduced to explore the history of the Papaschase Cree and the Reservation. This testifies to the process of dispossession, settler colonial occupation, and respatialization of the Canadian landscape. Canadian suburbia is not placeless. Methods for examining such “erased spaces” and layers of previous occupation are discussed. Canadian urban historical geography and suburban research have not sufficiently examined settler colonial dispossession. This is an opportunity for geographers to contribute to Canadian reconciliation between Settler and Indigenous cultures.
